I understand that rolling blackouts are common in DR during summer months. What's the general frequency and usual length ? Are they scheduled by the utility in advance and communicated ?

They are communicated: Immediately before a blackout loud music from the neighbours suddenly stops. From my experience that happens maybe once a day and it's the best time for a nap.

It’s a third world country so it’s expected. It’s not a big deal. It mostly happens during the day time and lasts less than 10-15 minutes. If you’re at CFI you will notice it as everything goes quiet. But if you’re out and about you won’t even know that it’s going on.

Yes, just about once a day, if it happens at night, that's a good reason to play hide the salami. But now at Boca 3, they have bad ass generator so the power is off for about 30 seconds max. It takes me longer than that just to find my salami ;-)
